A descriptive study of provider oversight in Rusta och matcha

Dnr: 22/2025

The project aims to describe how the Swedish Public Employment Service inspects and monitors independent providers in Rusta och matcha. The analysis is based primarily on a survey of providers, intended to capture how the providers themselves perceive the requirements imposed on them and how they experience the Swedish Public Employment Service’s oversight, both in relation to their own operations and from a broader perspective. In addition to the survey, we have reviewed material from the units responsible for oversight at the Swedish Public Employment Service and interviewed staff in these units. This enables us to describe how provider inspections, including subsequent work on sanctions, are conducted and how the Swedish Public Employment Service monitors each provider’s outcomes through so-called performance reviews.

In spring 2020, the Swedish Public Employment Service introduced the matching service Kundval Rusta och matcha, which was later replaced by Rusta och matcha 2. These services aim to enable independent providers to help jobseekers find employment or enter education in return for payment. Currently, just over 230 companies and organizations operate in 81 different delivery areas within the service. In total, there are just over 800 contracts between the Swedish Public Employment Service and local providers. Rusta och matcha operates under the Act on Systems of Choice (LOV), and providers must meet the requirements and conditions set out in the procurement documents. To ensure compliance, the Swedish Public Employment Service has established a dedicated function for provider monitoring and contractual compliance.
